The NMRC has been Mr. Rush's vision dating back to 9-11 and the Anthrax scare. Jim has published many articles on disaster preparedness and the weaknesses of the current initiatives.  He is very aware of the origins, history, and gaps of the CDC's National Strategic Pharmaceutical Stockpile.
